PPACA Corner

All health insurance plans that are not self-funded will be assessed three fees under the Patient Protection and Affordable Care Act (PPACA).

1. Patient Centered Outcomes Research Institute (PCORI). The fee is $1 per participant for the first year, which increases to $2 per participant in year two, and then is indexed for future years. 

2. Transitional Reinsurance Program Contribution. This fee is initially expected to be for three years, beginning January 1, 2014, at the amount of $5.25 per month ($63 per year) per member.

3. Health Insurer Fee. Also referred to as a federal premium tax, this fee will be approximately 2.65% of premiums for the first year and is estimated to increase to 3-4% after the first year.  The Health Insurers Fee is paid by insurance providers but will likely be passed along to group plans as a cost.

These fees are included in the premium rates for fiscal years 2013 and 2014. We will continue to explore what these fees will mean for the State of Idaho in future years as further federal regulations are made available.
